Abstract

This article analyses the recognition of the former Maceió Public Prison as a state prison heritage site. The study examines the process of urban consolidation of the city centre in the 19th century, a period in which foundational structures such as the church, the pillory, the town hall and the jail were established. Inaugurated in 1817, the public jail functioned until the 20th century, when, due to overcrowding, the prisoners were transferred to the São Leonardo Prison. In the 1970s, the building was demolished because the jail represented a spurious element, standing out from the urban core of the centre, characterised by its collection of historic buildings, public institutions and intense commercial activity. In this context, urban growth and the demand for new roads prompted road interventions associated with the construction of the Rei Pelé Stadium, prioritising urban mobility and the expansion of the city's automobile network. Although a listing request was filed with IPHAN in 1966, the building was not recognised as a heritage site worthy of safeguarding, being considered a monument of ‘sad memory’. Through documentary sources, iconographic records and oral accounts with people who frequent Independence Square, the research reveals that the space is still socially identified as ‘Jail Square’, demonstrating that, even after its destruction, the memory of the prison persists discreetly among the site's users. The article discusses the limits of traditional heritage policies, emphasising that the preservation of buildings such as prisons is not a neutral action, but rather an instrument of symbolic power. Listing has the potential to legitimise certain memories while silencing others, becoming a political gesture to confront the past. The study proposes the revalorisation of this historical legacy, highlighting the importance of transmitting memory to new generations.

Karla Calheiros, Universidade Federal da Bahia

Master's degree in Conservation and Restoration of Monuments and Historic Centers from the Federal University of Bahia (MP-CECRE/UFBA) (2020) and Lato-Sensu specialization in Education and Cultural Heritage (UAB/UNB) (2019), undergraduate degree in architecture and urbanism from the Federal University of Alagoas (UFAL). Has experience in the field of Architecture and Urbanism, mainly working on the following themes: cultural heritage, with emphasis on tangible and intangible heritage, memory, heritage education, preservation of cultural heritage, cadastral, photographic and aerial surveys, as well as ludic-pedagogical publications on heritage education. From 2017 to 2019, served as a full member of the Municipal Council for Cultural Policies of Maceió in the area of ​​Tangible and Intangible Heritage, archives and museums. Currently, she is pursuing a postgraduate degree in Social Management of Cultural Heritage at EAU/UFBA in partnership with IPHAN (2025).

Suzann Cordeiro, Universidade Federal de Alagoas

Associate Professor in the Department of Architecture and Urbanism and the Postgraduate Program in Architecture and Urbanism at the Federal University of Alagoas (UFAL), Visiting Professor in the Postgraduate Program of the Faculty of Law, Forensic Medicine and Criminology at the University of São Paulo (USP), Coordinator of the Research Center on Special Projects (NUPPES/UFAL) and coordinator of the research line on incarceration spaces at the Penitentiary Management Laboratory of the University of Brasília (LABGEPEN/UNB). Graduated and holds a Master's degree in Architecture and Urbanism (1998), a PhD in Psychology from UFPE (2008), a Post-doctorate in Criminology from Katholieke Universiteit Leuven, Belgium (2016), and completed a Post-doctoral training internship in Design, Innovation and Technology at C.E.S.A.R. School (2020). Her research trajectory addresses, in a multi- and interdisciplinary way, the built environment and, specifically, prison and socio-educational architecture. She was a member of the National Council for Criminal and Penitentiary Policy - CNPCP (2011-2013), where she coordinated the development of the Basic Guidelines for Penal Architecture (Resolution 9/2011), adopted as a reference in Penal Architecture in Latin America. Collaborator at the National Secretariat for Human Rights, for the elaboration of the Basic Guidelines on Socio-educational Architecture of the National System of Socio-educational Care (SINASE, 2005; 2017). Experience in the elaboration and development of architectural projects and monitoring of works in prison, socio-educational and justice establishments, as well as the elaboration and execution of agreements with Public Management in Brazil and abroad (Africa, Latin America).  Experience in the creation and development of architectural projects and supervision of large-scale construction works, as well as the creation and execution of agreements with Public Management. Consultant and Expert in the area of ​​Penal and Socio-educational Architecture. Author of several architectural projects and consultancies for Penal Units in Brazil and abroad (Africa, Latin America). Author of several books on Penal/Prison and Socio-educational Architecture.

Thalianne Leal, Técnica do Instituto do Patrimônio Histórico e Artístico Nacional (IPHAN)

She holds a degree in Architecture and Urban Planning from the Federal University of Alagoas (2007). Master's degree in Urban Development from the Federal University of Pernambuco (2011). She has experience in the area of ​​Urban Conservation, with an emphasis on Urban Heritage Management. Currently, she is an employee of the National Institute of Historical and Artistic Heritage (IPHAN).
