Abstract

Digital Twins are a technological advance in the documentation and management of cultural heritage conservation, allowing for preventive diagnostics of listed properties. However, in Brazil, the lack of national protocols limits the institutional adoption of this sustainable practice. This article aims to propose a methodology for the creation of a National Cultural Heritage Observatory, based on the use of Digital Heritage Twins as a tool to support the preservation, conservation management, and dissemination of Brazilian cultural heritage. The methodological model is divided into nine phases, ranging from the definition of requirements and data collection to Heritage Building Information Modeling, Geographic Information System, monitoring, sustainable management, cultural mediation, and validation of Digital Heritage Twins on a national scale. As a result, the model integrates technical, regulatory, and sociocultural dimensions, and its application enables the consolidation of a National Protocol for Digital Documentation and Monitoring, ensuring standardization and interoperability. It can be concluded that the methodological proposal of the National Cultural Heritage Observatory represents an innovation capable of positioning Brazil at the forefront of international debates on digital heritage, while responding to local demands for preservation, conservation, governance, and cultural appreciation.

Author Biographies

José Edeson de Melo Siqueira, Universidade Federal de Pernambuco

Professor at the Federal University of Pernambuco (UFPE), where he serves as Head of the Department of Graphic Expression. He holds a PhD in Mathematics and Technology Education from UFPE (2019), a Master's degree in Science Education from UFRPE (2009), and a bachelor's degree in Mathematics from UFPE. He leads and participates in research, development, and extension projects focused on the design, development, and validation of FiGitAis artifacts and educational computing environments, articulating dynamic semiotic representations, didactic-computing engineering, serious games, 3D modeling, digital manufacturing, virtual reality, and artificial intelligence with active methodologies, inclusion, and sustainability. He is a researcher in the areas of FiGitAis Artifact Design and Educational Computer Technologies, Artifact Engineering for Teaching and Inclusion, and Digital Education, with an emphasis on the creation of immersive and collaborative environments, aiming at pedagogical innovation and the democratization of access to emerging technologies. His contributions are aligned with STEAM+C competencies and the Sustainable Development Goals (SDGs). His work seeks to integrate design, technology, and education as instruments of social transformation, innovation, and the strengthening of scientific culture.

Max Lira Veras Xavier de Andrade, Universidade Federal de Pernambuco

Associate Professor at the Federal University of Pernambuco (Department of Graphic Expression), PhD from the University of Campinas/TECHNION University, Master's degree from UNB, and Architect and Urban Planner from UFPE. He teaches in the Graduate Program in Urban Development (MDU) and in the Architecture and Urban Planning Course at this institution. He is currently the Coordinator of the BIM UFPE Cell and the BIM Specialization at UFPE, in addition to coordinating an Extension Project on innovation for the Government of the State of Pernambuco together with UFPE, PET-GOV. He investigates the application of BIM in digital architectural design models with an emphasis on performance and computational design, supervising Master's and Doctoral theses in BIM/CIM and digital design processes.

André Gustavo da Silva Bezerra Lins, Universidade Federal de Pernambuco

He holds a PhD in Architecture and Urbanism from the Faculty of Architecture and Urbanism of the University of São Paulo (FAU/USP, 2011), with a CNPq scholarship, in the area of Fundamentals and History of Architecture and Urbanism. He holds a Master's degree in Architecture and Urbanism from the São Carlos School of Engineering at the University of São Paulo (EESC/USP, 2005), currently IAU/USP, with a CAPES/CNPq scholarship. He holds a Bachelor's degree in Architecture and Urbanism from the Federal University of Pernambuco (UFPE). Postdoctoral studies in the Graduate Program in Urban Development (PPGDU/UFPE, 2011-2013), with a PNPD/CAPES scholarship, CNPq Research Group (Unesco integrated conservation and urbanization policies in the 19th and 20th centuries); History of the city, Lebret-MEH in Brazil. Specialization in Safety Engineering (Esuda). Specialization in Restoration Design (UNIP). Works as an architect and urban planner as a permanent federal employee at IPHAN, Technical Office of Olinda. Worked as an architect and urban planner at URB / PCR (competition 2024). Professional practice with emphasis on Fundamentals and History of Architecture and Urbanism; projects for interventions in listed cultural assets (approved by IPHAN and Fundarpe), conservation and urban planning; multifamily and single-family housing/condominium architecture projects, social housing, hospitals, educational facilities, and construction coordination. Francisco Luiz dos Santos, Universidade Federal Rural de Pernambuco

Francisco Luiz dos Santos completed his PhD in Condensed Matter Physics at the Department of Physics of the Federal University of Pernambuco (UFPE) in 1999. He is currently a professor at the Federal Rural University of Pernambuco (UFRPE) and collaborates on projects with UFPE and the Catholic University of Pernambuco. He began his education with a bachelor's degree in Physics from UFAL (1990), followed by a master's and doctorate in electrically conductive polymers. At the end of his education, he started an innovative project in Latin America, the electronic nose, together with a team of physicists, chemists, and computer scientists. This project consists fundamentally of the application of basic concepts and scientific techniques on conductive polymers in broad spectrum chemical sensors, called aroma sensors. He served as coordinator of the Distance Learning Physics course at UFRPE. He worked in the Master's programs in Technology and Management in Distance Education at UFRPE and in Environmental Process Development at the Catholic University of Pernambuco. Due to his new activities, he developed scientific work involving modeling and computer simulation of complex systems, such as fires in forest ecosystems and simulation of tumor formation by particle aggregation. His initial scientific production is based on electrical and thermal transport mechanisms in polypyrrole. His most recent work is more focused on aroma sensors (electronic nose). His new work is focused on interdisciplinary areas where it is possible to apply computational techniques, educational technologies, and robotics. Since 2008, he has been dedicated to Distance Education. He worked on educational technology projects for the Recife City Council for almost 10 years, where he developed the foundations for new education, such as the Robotics in Schools Program (several times national champion and twice eighth in the world), Science and Technology Laboratories in schools, and the structure for interdisciplinary activities in radio, cinema, sustainability, and assistive technology (support for people with disabilities, mainly for learning). He was Regional Secretary of the Brazilian Society for the Advancement of Science. He was Executive Secretary of General Coordination and his last position at City Hall was General Manager of Educational Strategies. He was President of the Municipal Council of Education of Recife. He is currently a professor and researcher at UFRPE and works on bringing China and Brazil closer together through the universities of Pernambuco and with some projects on the alternative silk route, such as the Brazil/BRICs humanoid robotics project.

Sílvio de Barros Melo, Universidade Federal de Pernambuco

He holds a bachelor's degree in Computer Science from the Federal University of Pernambuco (1989), a master's degree in Mathematics from the Federal University of Pernambuco (1993), and a doctorate in Computer Science from Arizona State University (1998). He served as coordinator of the graduate program in Computational Mathematics. He is currently a full professor at the Computer Science Center of the Federal University of Pernambuco. He has experience in the field of Computer Science, with an emphasis on Graphics Processing, working mainly on the following topics: CAGD, 3D Printing, Tomographic Reconstruction, Unstructured Data Modeling, and Augmented Reality.

Murilo Artur Araújo da Silveira , Universidade Federal de Pernambuco

He holds a bachelor's degree in Library Science from the Federal University of Pernambuco (2005), a master's degree in Information Science from the Pontifical Catholic University of Campinas (2008), and a doctorate in Communication and Information from the Federal University of Rio Grande do Sul (2016), with an internship at the Carlos III University of Madrid. He received the award for second best thesis in Information Science in Brazil from the National Association for Research and Graduate Studies in Information Science (ANCIB) in 2017. He is currently an Associate Professor at the Federal University of Pernambuco and Director of the Center for Arts and Communication. He has experience in the field of Information Science, with an emphasis on Information Organization and Scientific Communication, working mainly on the following topics: bibliometrics, scientometrics, information representation, scientific production, scientific journals, scientific indicators, citation studies, documentation, and social memory.

Daniela Eugênia Moura de Albuquerque, Universidade Federal de Pernambuco

Librarian graduated from the Federal University of Pernambuco (UFPE). PhD candidate and Master's degree holder in the Graduate Program in Information Science at the Federal University of Pernambuco (PPGCI-UFPE). Researcher for the research project “Design and Development of the Ministry of Education Cultural Center (CCMEC)” and the research group “NEFiGitAl - FiGitAl Studies Center.” Pedagogical advisor for the project “The Places of Memory of Vitória de Santo Antão: the city that crosses me” linked to the Superintendence of Culture (SUPERCULT) of UFPE. Received two awards for best final project in Library Science: Northeast Region (student) and National (faculty) from the Brazilian Association of Information Science Education (ABECIN), 2020 and 2024 editions, respectively. Her master's research was approved as the best dissertation by the PPGCI-UFPE Evaluation Committee and nominated for the best dissertation award by the National Association for Research in Information Science (ANCIB), 2023 edition. Researcher in the area of Scientific and Technological Information Memory. She has experience in the areas of Rare Book Librarianship, Cultural Heritage, Collective Memory, University Libraries, Collection Development, Documentary Heritage, Illicit Trafficking of Cultural Property, and Documentary Standardization. She was a researcher for the project “MEC Time Tunnel: celebrating the history of Brazilian education” (2024-2025). Her current research focus is the study of the intellectual production of Severino Jordão Emerenciano (1919-1972). She was a substitute professor in the Department of Information Science at UFPE (2023-2024), a fellow at the Recife Law School Library in the Special Collections and Rare Works sector (2016-2018), intern at the Library of the Federal Regional Court of the 5th Region (2018-2020) and the Pernambuco School of Dentistry (2013-2014). She currently provides consulting and standardization services for academic works.
